You can use it for free personally, but they do require $27 for a commercial license. This is a low level formatting program that will completely wipe the card. Please note I believe 512MB is the largest CF card capacity for CompactLogix. The PLC still would not detect the card and the light just flashed red/green. AB Processors require Fat16 formatted compact flash cards, so I attempted to reformat it using window's built in utility. I plugged the non-compatible 512mb sandisk into my card reader on my PC, I seen it was formatted as Fat32. The non-compatible card would cause the led next to the card reader to flash red/green rapidly. Yesterday I had an issue where the 1769 processor would be compatible with one 512mb SanDisk CF card but not another identical SandDisk CF. Other posts I read on the internet said something about different chipsets in identical CF cards so I was determined to prove this wrong.

As you probably know Rockwell sells their own compact flash cards, but they are over priced. I believe the 1769 series is discontinued, but I figured I would post this trick since I did not find any helpful information on the internet to solve this.
